advice needed for USED block????

There is someone who has offered me a block for sale. it has JE pistons EAGLE rods, its balanced to 10k and has the timing stuff on it with ARP head studs. this block IS used and has been rode hard.

MY QUESTION IS, IS THIS BLOCK WORTH 1300?

i dont think its worth that much but as long as the bearings are tight and theres no lip on the cylinders then it does much matter how hard it was used
