How high is your idle? How long does it stay there before dropping any rpm?

For sure set your idle and check your timing. 3k is a little high.. 2k and then down to 750ish is about right when its cold.

Are you sure you dont have a boost leak.

Fix your coolant temp sensor, and i bet this problem goes away (Cutting under boost, otherwise that issue is most likely a leak or somebody screwed your safc settings 6 ways from sunday)
One way to check that: Reset your safc to factory settings, zero adjustments.
Boost leak is easy too, $7 in parts at ace hardware and an air compressor WITH a limit valve (Adjust max pressure allowed out of the tank)
